Human Resources reports to the Vice President for Finance and Administration. The Office of the Vice President for Finance and Administration (VPFA) and its units provide key financial, facilities and risk management, human resource and administrative services to our campus. Finance and Administration includes a broad portfolio of administrative units that directly serve and support all aspects of campus life, from various financial service units, to Campus Planning and Facilities Management, Human Resources, and Safety and Risk Services, which includes the police, as well as a number of administrative units. Finance and Administration units prioritize recruiting, developing, and retaining an inclusive, diverse, and highly competent workforce and seek candidates who will contribute positively to building a truly diverse community.

Position Summary

The Chief Human Resources Officer (CHRO) provides strong and effective leadership in the implementation of quality-based integrated human resources programs for all officers of administration, faculty, staff and student employees of the University. This position is responsible for implementing plans that help the University to build excellence in leadership, efficiency, consistency and fairness, customer service, and organizational capacity.  The CHRO serves on the President’s Strategic Leadership Team, and is a collaborative partner for senior administrators and other University leadership. The incumbent will be  strategic, carrying out and implementing programs, processes, and policies with an eye toward creative problem solving and efficient customer service, making strategic and sound use of finite resources, and business process improvement. The CHRO focuses on, and models, best practices in recruiting and retaining a diverse and highly competent work force.

The CHRO acts as steward of employee resources in service to the University’s academic and research mission and core educational and administrative objectives.  Reporting to the Vice President for Finance and Administration & Chief Financial Officer (VPFA/CFO), the CHRO leads a university-wide HR operation that is responsible for HR management, implementation of HR programs, and synchronization of HR processes, systems, policies and procedures pertaining to all HR activities.  The CHRO collaborates with the Office of the Provost to ensure successful coordination of HR-related functions for faculty.

Major Duties

  • Collaboration: Build strong collaborative relationships internally with university administrative and executive leadership, deans, and representatives of shared governance, including the OA Council and classified and faculty unions.
  • Consultation and strategy: Provide leaders at all levels of the organization with proactive, consultative and strategic advice related to policy, procedure, and best practice. Provide support for campus initiatives to recruit, retain and advance a diverse workforce.
  • Leadership: Provide strategic leadership to all human resources functions, including recruitment and retention, training and development, performance management, compensation and benefits administration, employee data management, and employee and labor relations. Identify and operationalize process improvements designed to provide efficient and effective service. Coordinate with HR partners to ensure effective and consistent unit-based HR operations.
  • Day-to-day management of the department: Oversee the directors of five units within HR: Talent Acquisition, Employee and Labor Relations, HR Programs and Services, HR Operations, and Retirement Plans Management. Manage HR’s annual operating budget. Oversee the execution of a comprehensive, proactive and positive employee relations communication plan in all areas of human resources. Encourage and support an atmosphere conducive to high employee morale, aimed at developing and retaining a diverse and highly competent team.
  • Other duties as assigned.

Minimum Qualifications

  • A bachelor’s degree.
  • Five to ten years of progressive HR management experience within a complex organization serving multiple constituencies.
  • Outstanding leadership qualities and technical skills together with significant management experience, and a strong commitment to service and accountability. 
  • Proven experience as a program builder, a passion for delivering high quality service, deep interest in building strong relationships with faculty and staff, a collaborative and flexible decision-making style, a hands-on orientation that pays attention to detail, and the ability to strategically lead organizational change.
  • The ability to build and maintain effective relationships with all campus constituents.
  • A foundational understanding of issues and opportunities related to equity and inclusion; and a demonstrated record of promoting diversity in the faculty and staff. 
  • A track record of building a strong organizational team culture while creating an environment of customer service and support.

Preferred Qualifications

  • An advanced degree and appropriate professional certifications.
  • Progressive management experience within higher education.
  • Strong technical knowledge of HR functions and technology such as those involved in recruitment and retention, employee data management, training and development, performance management, compensation and benefits.
  • Labor relations experience, including both negotiating and interpreting collective bargaining agreements.
